The guy from the picture is the band Sopor Aeternus and the Ensemble of Shadows, I had only listened to the name of that band but today I listened to a couple of songs on their myspace and well it sounds like a really early Lacrimosa [ maybe my favorite band *hails* ] but not good as good though, but well....the image is copyrighted by the author btw.

Oh and the photo reminded me of one of my favorite illustrators/mangakas: Nihei Tsutomu, more specifically it reminded me of these illustrations by him:
